Being in purchasing, one of the spends people would love to throw aside if
office supplies. Why? Because, frankly, they are just a nuisance.  However. its important to have contracts for them since they hugely represent a lot of lost manhours if and when offices don't have office supplies and they will spend half their time whining about it.
An example of an actual incident I had.  I was gonna send a fax to my sister who works at a govt agency to have her check the title of the land we wanted to buy.  So I called up the fax number.  The lady says they don't have paper.
gives me another number.  They also don't have paper.   Imagine that!!! A govt agency does not have paper. Sheesh.... I got frustrated and gave up. 
Well... just taking the time to rant for a while.... Am waiting for an important call.
